Attorney provided a positive update.
The State is expected to schedule the hearing for late December or early January.

Comp Time Arbitration:

A positive outlook for February arbitration as the City's potential technical arguments appear irrelevant.
The City has already accepted and paid their share of arbitration costs.
A win will benefit all collective bargaining unit members.

Secretary Training and Changes:

Seniority Issue:

A union member raised concerns regarding seniority reinstatement.
A former City employee of ~15 years, resigned, cashed out their PERA, and was rehired approximately 5 years ago.

This employee now seeks to use previous seniority to secure a higher position.
This would disadvantage a dues-paying member with 10+ years of uninterrupted service.
Allowing this could violate the CBA, Civil Service rules, and harm union interests.

Precedent: A member reported a similar case involving another employee who lost seniority but retained pay rate upon rehire.

Communications and Membership Engagement:

A member requested an email blast to all collective bargaining unit members before meetings.
There is a need to gather email addresses of non-dues-paying members to encourage participation in union meetings and City-related discussions.
Non-dues paying members need to know what the union is doing for them. The union is involved in several issues that directly affect everyone in the collective bargaining unit.

Upcoming Meetings and Grievances:

Council 976

Once fully established Council 976 will be the new Council 76.
